Procurement Requirements：

Per the Sichuan Lefei New Optical Cable Project Agreement (signed with Emeishan Govt, Page 4, Article 3): After project operation, the Company shall engage a third-party auditor for settlement review; Emeishan Govt will grant a 2.8% investment subsidy based on the review (see Chapter 4 of the consultation document). As required, the Company needs to hire an auditor for the project''s actual total investment audit.

Contract term: 1 month.

II、Eligibility Requirements for Applicants

(1)Bidder must hold securities-related license issued by MOF and CSRC.

(2)Bidder/its parent group has similar project special audit experience.

(3)Bidder has good reputation, not listed as dishonest on "Credit China"; disqualified if listed as dishonest, major tax violator or serious illegal record holder.

(4)Consortium bidding not accepted.

(5)Subcontracting not allowed.
